While wearing this circlet, you can use an action to cast the Scorching Ray spell with it. When you make the spell's attacks, you do so with an attack bonus of +5. The circlet can't be used this way again until the next dawn.

Scorching Ray cast this way always is cast as if a 2nd level spell slot was used to cast it.
Unlike most abilities characters get through their class and race, the Circlet of Blasting and other magic items tend to regain their expended uses at dawn.
Circlets are headpieces similar to tiaras and diadems, but usually thinner pieces of metal adorned with jewels.
