Your Strength score is 19 while you wear these gauntlets. They have no effect on you if your Strength is 19 or higher without them.

One of the many items that set your ability score to a certain number, Gauntlets of Ogre Power set your Strength score to 19 while worn. This can be a bit tricky to find a perfect home for, as you’ll grow out of them as you naturally increase your Strength score if you want the eventual +5 a 20 offers, but especially prior to 5th level, these are going to feel great on any character attacking with a strength-based weapon.
Mechanically Ogres do have a 19 in their Strength, making it an accurate match in terms of raw ability.
If it really wanted to treat the wearer’s strength to match that of an ogre, it should make you considered large for grappling contests, but I guess this is a simpler representation.
Items that set your score to a fixed number aren’t improved by other modifiers like Ability Score Improvements for the most part.
