Your Intelligence score is 19 while you wear this headband. It has no effect on you if your Intelligence is 19 or higher without it.

A flat 19 in Intelligence isn’t something to turn your nose up at, especially as a wizard early on. Beyond Wizard, this Headband can still help you become the best investigator of the group, or have the best time recalling ancient knowledge through Arcana or History.
The Headband sets your ability score to 19, regardless of what other benefits, such as Ability Score Improvements, you’ve taken.
Knocking a headband off changes the caster’s Spell Save DC, making it one of few ways to alter a spell’s saving throw after the spell’s been cast!
